Your obligations as a manufacturer or importer

Before you start, make sure you're familiar with the Energy Efficiency (Energy Using Products) Regulations 2002 and check if the requirements apply to you. There are different requirements for retailers, importers, and manufacturers.

Steps to compliance for manufacturers and importers

It is your responsibility to ensure that your products meet the relevant requirements, are registered when required before supply in New Zealand and that retailers receive the information they need to comply.

Steps

  • Step 1 – Check if your products are regulated

Products regulated for energy efficiency must meet Minimum Energy Performance Standards (MEPS) and Mandatory Energy Performance Labelling (MEPL) requirements.

  • Step 2 – Ensure products meet their requirements

You need to test your products or obtain a test report to the applicable Test Standards to make sure your products meet the relevant New Zealand requirements (MEPS and MEPL).

Find out which Test Standards apply

  • Step 3 – Register your products

All regulated products must be registered through the product registration platform before they can be legally sold in New Zealand. Products already registered in Australia do not need a separate New Zealand registration. Minimal quantities and other arrangements may also affect registration requirements.

    How to register your products

  • Step 4 – Supply the Energy Rating Label

There are 7 product categories that have Mandatory Energy Performance Labeling (MEPL) requirements in the form of an Energy Rating Label. If you supply these products, provide the label with each product. Retailers must display the label correctly when the product is on display and supply it with the product.

  • Step 5 – Check other labelling requirements

Products may be regulated for other labelling requirements including labelling on packaging or information to be displayed on the nameplate.

Reporting your sales data

If your product is covered by the Regulations, you need to provide sales data to EECA each year. The collection period runs from 1 April to 1 August each year.

We use sales data to track the effectiveness of the E3 programme and market trends.
