• Dr Marcos Pelenur, Chief Executive

    Dr Marcos Pelenur became Chief Executive of EECA in September 2023. Previously he worked for the Behaviour Insights Team in Ottawa, Canada and several policy leadership positions at MBIE. Marcos has a PhD in Engineering from the University of Cambridge, is a Chartered Professional Member of Engineering New Zealand and is registered as a Chartered Engineer with the UK Institution of Engineering and Technology (IET).

  • Brett Banner, Group Manager - Corporate Services

    Brett joined EECA in 2022. Brett has worked in a variety of senior roles across the public sector over the past 20 years, specialising in corporate services. Most recently he was the Chief Financial Officer at the Commerce Commission. Brett has a commerce degree from Victoria University of Wellington majoring in accounting, commercial law and marketing, and is a Chartered Accountant.

  • Jo Bye, Group Manager - Marketing & Communications

    Jo joined EECA in July 2020. Jo has held executive leadership and strategic commercial marketing roles in New Zealand, Australia and the UK, in industries including fast-fashion retail and health and beauty. She has particular expertise in digital content and performance, strategic brand development and proposition execution.

  • Murray Bell, Group Manager - Strategy Insights and Regulations

    Murray joined EECA in 2004, working in and managing a number of teams until 2012. He returned to EECA in March 2019 as Manager, Standards & Regulations, and became Group Manager in 2021. He has had multiple roles including RMA Hearing Commissioner, Chair of the Porirua District Licensing Committee, and Ward Councillor for his local electorate, Kapiti Coast District Council. Murray holds an Honorary Bachelor of Civil Engineering.

  • Nicki Sutherland, Group Manager - Business

    Nicki joined EECA in February 2021. She previously led regional economic development as a Director at the Provincial Development Unit. Prior to this, she held various executive roles at Transpower, including Head of Customers. A former commercial and environmental lawyer, Nicki has worked in the energy sector for over 20 years and brings combined experience across strategic commercial investment, along with customer and consumer outcomes.

  • Richard Briggs, Group Manager - Warmer Kiwi Homes, Public Sector & Transport

    Richard joined EECA in 2014 and has held a number of management positions – including in Business and Transport. He was appointed Group Manager in September 2022.
    Prior to EECA Richard had an extensive career in IT & telecommunications and has over 30 years’ experience building partnerships and managing third party relationships in New Zealand, Australia and the Pacific Islands.
