About the project

EECA is seeking proposals from qualified and experienced organisations to assess organic waste feedstocks in Northland, Bay of Plenty, Waikato, Wellington, and Manawatu-Whanganui. 

This is the second Request for Proposal for robust, independent assessments of organic feedstocks, supporting analysis already underway for Taranaki, Hawke’s Bay, and Auckland. This work will provide the independent, evidence-based analysis needed to unlock regional opportunities and support wider Government work to grow New Zealand’s bioenergy sector.

What we need

We require a comprehensive, region-by-region assessment of organic feedstocks available in Northland, Bay of Plenty, Waikato, Wellington, and Manawatu-Whanganui. This means understanding how much material is available, where it’s located and the potential energy output across renewable energy pathways. The work will focus on anaerobic digestion (AD) and biogas, but should also consider other commercially viable renewable fuel and energy options.  

This research will help industry, government, and other stakeholders make informed investment and policy decisions that strengthen New Zealand’s energy security, reduce natural gas dependence, and support emissions reduction goals.

Key scope of the work 

The research will build on the take a two-part approach - combining desk-based work (existing data, research and modelling) with stakeholder engagement through interviews and workshops involving councils, industry, iwi and waste contractors. As these regions aren't the first to be assessed, EECA can assist in ensuring that data and outputs are consistent with, and build on, the previously assessed regions.

What we are looking for

  • Mapping and analysis of feedstock types, volumes, location, seasonality, and current use.  
  • Assessment of key feedstock types including municipal food waste, agricultural, wastewater sludge/digestate, commercial/industrial food waste.  
  • A technical overview of AD processes, including feedstock energy content and digestate management options.  
  • GIS mapping of feedstock sources overlaid with transport and gas infrastructure.
  • Education and capability building through stakeholder workshops and technical guides. 
  • Stakeholder mapping and engagement (industry, iwi, councils, central government). 

Respondents may submit proposals for all regions, or for selected regions. Each region will be evaluated independently.

What we don’t want

  • Engineering or financial design of specific AD facilities.  
  • Analysis of materials out of scope such as woody biomass, construction and demolition material, textiles and natural fibres, packaged food waste, and treated timber.   
  • Pipeline connection costing and technical design.
  • Determining final facility locations or prescribing end-products. 
  • Direct contracting for feedstock supply.  

EECA anticipates the work will get underway in July 2026 and be completed within 9 months of the contracted start date.

Who should apply

We are looking for suppliers with proven experience in organic waste and related projects. This includes experience involving feedstock characterisation, resource mapping, and engagement with relevant industry stakeholders.   

We encourage applications from respondents who: 

  • Demonstrate strong understanding of the opportunities and challenges associated with organic waste collection and use.  
  • Have existing stakeholder relationship within the region(s) they are proposed to work in.  
  • Have undertaken at least one relevant project within the proposed region(s) in the past five years.  

Respondents should be able to demonstrate a strong track record of delivering similar work successfully, including delivering projects on time, within budget, and to specification. It is also important that suppliers can work collaboratively with EECA and regional stakeholders, bringing a practical and solutions-focused approach.

Proposals covering all regions, or a selection, are welcome.
