EECA (the Energy Efficiency and Conservation Authority) is seeking feedback on its proposed energy levy funding request for the 2026/27 financial year.
A portion of EECA’s work programme is funded by levies collected by the Government from the petroleum and engine fuel, electricity, and natural gas sectors. The levy portion is decided by the Minister for Energy, capped at $23.259 million per year.
Energy levy funding helps EECA to deliver its purpose – encouraging, promoting, and supporting energy efficiency, energy conservation, and the use of renewable sources of energy.
EECA must consult with levy stakeholders on its proposed levy funding request before submitting it to the Minister for Energy.
For the 2026/27 year, EECA is consulting on a levy funding request of $23.259 million across three levies:
- Petroleum or Engine Fuel Monitoring levy: $13.500 million
- Electricity Industry levy: $7.543 million
- Gas Safety, Monitoring and Energy Efficiency levy: $2.216 million.
The proposal for 2026/27 is no change from the levy funding approved for EECA in 2025/26.
The consultation document outlines EECA’s proposed levy funding spend for 2026/27, including the levy-related programmes it expects to deliver. Note levy funding does not fully fund EECA’s programmes – they are funded by a mix of levy and Crown funding.
"Every programme, product and insight we deliver focuses on supporting energy users and building a resilient, affordable, and sustainable energy future,” says EECA Chief Executive Dr Marcos Pelenur.
The proposed levy-related programmes will help EECA deliver on its three strategic goals:
- Energy efficiency first – efficient energy use is the first option users adopt
- Empower energy users – users are empowered to control their energy
- Accelerate renewable energy – users transition to low-emissions energy.
Consultation on EECA’s 2026/27 levy proposal opened on Monday 16 February and will close on Sunday 8 March 2026.
