Future Fuels for New Zealand

What we need

EECA is seeking specialist research services to better understand the potential development of future fuels in New Zealand and the implications for potential future policy, regulatory, or support settings.   

This research will assess emerging non-fossil fuel pathways that are expected to play an increasing role in decarbonising transport, shipping, aviation, industry, agriculture, and industrial processes and product use (IPPU). The analysis will move beyond a technology scan to examine the economic, market and policy factors shaping fuel deployment globally, with a particular focus on implications for New Zealand. 

Expected research outputs include assessment of current state, analysis of key parameters affecting uptake, future scenario narratives, and identification of critical monitoring indicators across a range of fuels and feedstocks.  

By understanding the value, availability, and potential uses of these fuels, EECA and wider stakeholders will be better positioned to support informed investment, industry development, and policy decisions that contribute to a resilient, low-emissions energy future.

Who should apply 

We are seeking a supplier that proposes a thorough and effective solution to meet the research objectives, and who has the demonstrated skills and experience to deliver. This will include relevant experience in collecting and analysing technical and market data, an understanding of New Zealand’s energy systems, and the context in New Zealand. The capacity and capability of respondents to undertake the project is critical and respondents must have a successful track record of implementing such projects. 

EECA is looking for suppliers that can demonstrate:   

• strong technical capability across energy systems, infrastructure, feedstock and policy analysis  
• demonstrated analytical and modelling capability   
• strong understanding of the New Zealand and international energy markets and regulatory environments   
• experience delivering complex strategic or technical research projects   
• effective stakeholder engagement capability across government, infrastructure and energy sector organisations.  

Projects must be delivered within agreed timeframes and respondents must be willing to share the  
outcomes of the project with other New Zealand businesses the research may have relevance to.

What we don’t want 

• Proposals from suppliers with a vested interest in the outcomes e.g. technology suppliers or potential project developers.   
• Proposals that do not meet the minimum requirements or that don’t align with EECA’s strategic objectives.
