Online briefing

The opportunity

The aim of the Warmer Kiwi Homes programme is to support New Zealand families to live in warmer, drier homes. It is a government funded programme, which from July 2018 has offered grants to eligible low-income homeowners for the retrofit of underfloor and ceiling installation, on-ground moisture barriers and pipe lagging, and, from July 2019, installation of effective heating, namely heat pumps and wood and pellet burners.

The current Warmer Kiwi Homes programme is funded till 30 June 2023. However, this procurement is for Service Providers for a 4 year period between 1 July 2022 and 30 June 2026.

Procurement project aims

  • To develop a panel of appropriate providers and installers of insulation with the capacity and capability to assess and retrofit insulation (Insulation Service Providers).
  • To develop a panel of contracted Heat Pump installers (Heat Pump Service Providers) with the capacity and capability to supply and install approved Heat Pump appliances as part of this programme.
  • To contract Wood and Pellet Burner Service Providers with the capacity and capability to supply and install approved Wood & Pellet Burner heating appliances as part of this programme.

Project description

Grants are currently available for 80% of the installation of underfloor and ceiling insulation and where necessary ground moisture barriers and pipe lagging.

Grants at 80% will also be available for the purchase and installation cost of the heating appliance, up to a maximum grant of $3000 including GST. The grant will cover one heating appliance per home to be located in any living area (this can be a lounge, dining room, open plan living/kitchen area). A bedroom would be considered in special circumstances only, e.g., when a person is bedridden. Heating a living area of the home gives the largest benefit.

At the current level of funding and programme eligibility criteria EECA expect to install approximately 20,000 insulation retrofits and 10,000 heating appliances in the 2022-2023 financial year.

Note: The level of the grant offered, and the eligibility criteria is subject to change.

Location, scale and scope

This is a nationwide programme available across the two main islands of New Zealand (North and South). Other islands such as Great Barrier, Waiheke, Stewart Island and the Chatham Islands will be treated as ‘Special Projects and may be procured separately should a significant need arise in these areas.

Insulation Service Providers need to be able to generate their own leads to supplement leads generated by EECA to ensure they fully utilise their allocations. However, for Heating Service Providers insulation leads and EECA will be the main lead generator using EECA's database of previous insulation grants and marketing.

Consistency of product and service, price in each location and after sales support are also key requirements of the programme.
