About the request for information

EECA is seeking information from financial institutions about finance products currently available to support energy efficiency and other energy-related projects across New Zealand. 

Through this Request for information (RFI) we aim to build a clear, consistent, and accessible view of finance offerings available to business and retail customers.

What the initiative will support 

The information gathered through this initiative will support EECA’s development of information relating to finance products on our website. The goal of this is to enable customers to compare relevant finance products and understand which institutions support specific efficiency projects and energy upgrades. 

Many relevant products (for example solar, insulation, heat pumps, industrial process heat electrification, or electric vehicles) may sit within broader ‘green loan’ or sustainability offerings and may not be immediately obvious on providers’ websites. The information will help customers move easily from technology information to finance options, regardless of how products are branded. 

Benefits to finance institutions  

Responding to this RFI lets your organisation be accurately represented on EECA’s website and helps customers discover finance you already offer. Your input supports a national resource that will guide businesses and retail customers toward investment in efficient, low-emissions upgrades, while highlighting your institution’s role in that transition.

What information we need 

EECA is seeking clear, public facing information from financial institutions on the finance products currently available to business and retail customers that support energy efficiency and other energy-related projects. 

The specific information being requested includes: 

  • types of products currently offered 
  • key product features and benefits 
  • interest rate structures 
  • eligibility rules and target customer segments 
  • supported technologies or upgrade types 
  • application processes 
  • exclusions, limitations, or other important conditions. 

This RFI will allow EECA to present finance information in a consistent format for each provider, making it straightforward for customers to compare offerings and identify which institutions provide finance relevant to the upgrade they are considering. 

Please note, we are not seeking information on financing large-scale supply-side energy projects (for example project finance for utility-scale solar).

Key outcomes we are seeking 

Through this RFI, EECA aims to: 

  • build a reliable picture of finance products currently supporting energy and efficiency upgrades for SME, institutional, corporate, agricultural, commercial business customers, and retail and personal lending customers 
  • capture the key features, eligibility settings, and supported upgrade types for each product 
  • identify where customers face gaps or confusion in accessing suitable finance 
  • enable searching of common upgrade needs (like clean heating, EVs, solar, insulation, or industrial upgrades) to the right finance options.

How to respond

We welcome applicants to apply through the Government Electronic Tenders Service (GETS). 

Applicants will be asked to provide information to demonstrate that they meet the eligibility criteria. The format of this information will be flexible, acknowledging that organisations may already have developed relevant project details in different ways.
