Legislation

EECA is a Crown Entity, established under The Energy Efficiency and Conservation Act 2000. It is subject to the Crown Entities Act 2004.

The passing of the Energy Efficiency and Conservation Act meant that for the first time, New Zealand had a legislative basis for promoting energy efficiency, energy conservation, and renewable energy.

EECA's role under the Act includes assisting the Minister of Energy to prepare and administer a strategy. On 27 September 2001, the first five-year National Energy Efficiency and Conservation Strategy was released.

In accordance with the Act, this strategy was reviewed, and a new strategy was developed with input from a number of government agencies, local government, and businesses.

In October 2007, the New Zealand Energy Efficiency and Conservation Strategy (NZEECS) was published. It sets out the action plan for energy efficiency and conservation actions, and assigns responsibility for the delivery of each action to a central or local Government agency. EECA's work programmes are guided by the goals of the NZEECS.

The NZEECS is a subset of the New Zealand Energy Strategy which was also published in 2007.

The Minister of Energy and Resources announced his intention to update the strategy in February 2009.  The New Zealand Energy Strategy (NZES) is now being updated.

The New Zealand Energy Efficiency and Conservation Strategy (NZEECS) is also being replaced.

Notice of decision

Pursuant to Section 12(3)(a) of the Energy Efficiency and Conservation Act 2000, I give notice of my decision to replace the national energy efficiency and conservation strategy. The Ministry of Economic Development will prepare a replacement strategy on my behalf.
