Board
The EECA Board members are appointed by the Minister of Energy and Resources.
Members of the Board are responsible for the supervision and direction of EECA, including the long-term strategic financial plan, strategic initiatives, budgets, and the policy framework. The Board is also responsible for EECA's Statement of Intent, and the Purchase Agreement with the Minister of Energy and Resources, which sets out what EECA will deliver with the funding allocated to it.
The normal Board membership term is three years.
Board Members
Roger Sutton (Chair)
Appointed as Chair in May 2007
Roger is Chief Executive of Orion New Zealand Limited and is a director of 4RF Communciations Limited, and chairman of Connetics Limited. He has previously been a director of Energy Developments Limited, an ASX listed renewable energy developer, and a trustee of Community Energy Action, a Christchurch based trust that supports energy efficiency initiatives for low income households.
Alastair Patrick (Deputy Chair)
Appointed 2005
Alastair was appointed Deputy Chair of the Board in October 2007.
Between 1991 and 2003 he worked for the Ministry of Transport, for the last three years as Manager of Infrastructure and Services. He now provides consultancy services for Beacon Consulting, predominantly for government agencies across a range of areas, including transport, education, and biosecurity.
Alastair is also a member of the Board of Low Carbon Vehicle Partnership New Zealand.
Toni Owen
Appointed October 2007
Toni is a Director of Focus Chartered Accountants Ltd in Whakatane, where she specialises in business and financial planning. She has spent over 10 years working with communities on energy and energy efficiency. She was trustee of the Eastern Bay Energy Trust from 1995 until 2006, for the last eight years as Chair.
Toni has played an important role in many organisations in the Eastern Bay of Plenty area including the Child Injury Prevention Trust, the Life Education Trust, and the Chamber of Commerce.
Toni is the Chair of EECA's Risk and Audit Committee.
Greg Sise
Appointed October 2007
Greg is the Director of Ellsoft Ltd and EnergyLink Ltd in Dunedin, two energy modelling and analysis companies that he founded in 1996. He is also a Director of Sise Consulting Ltd and Sise Holdings Ltd.
Greg has had years of experience working in the energy industry. He has served on various working groups in the electricity and gas sectors, including the New Zealand Electricity Market's Pricing Working Group and Rules Committee.
Dr Andy Pearce
Appointed October 2007
Andy is a professional director with specialist governance expertise. He was CEO of Landcare Research New Zealand Ltd from 1992 until 2005, where he led its formation as an Independent Crown Research Institute and developed it into a profitable company. He is now Chair of Keratec Ltd, Terranova Trust, and Canterbury Strategic Water Study, Stage 3. He is a Director of Christchurch City Holdings Ltd and the Bank of New Zealand, and is a director and shareholder of MigCo Pharmaceuticals Ltd and Anark Ltd.
Penny Hulse
Appointed October 2007
Penny has been a Waitakere City Councillor for the last 12 years and is now Deputy Mayor. Her work there has a special focus on sustainable housing. She has served on the Waitemata District Health Board for the last six years and is trustee of several community trusts. These include the Earthsong Eco-Neighbourhood Trust, a trust that is designing and building environmentally and socially sustainable homes; and the Waitakere Anti-Violence Essential Services Trust (WAVES), a network of governmental and non-governmental agencies working to prevent family violence and assist the victims of family violence.
Joel Cayford
Appointed August 2008
Joel Cayford has served on Local Government in Auckland region for the past eleven years. He is presently an Auckland Regional Councillor. He chaired ARC's Transport Policy Committee and the Auckland Regional Land Transport Committee from 2004 to 2007. From 1998 to 2004 he was a North Shore City Councillor, chairing its Works and Environment Committee and the Northern Corridor Steering Committee responsible for New Zealand's first Busway Project (now built and operating successfully).
Joel owns and manages an educational DVD business providing primary and secondary schools in Australasia with teaching resources.
Joel was Policy and Communications Manager for the Telecommunications Users Association of New Zealand, and prior to that held a number of Systems Analyst positions in the UK.
[Hon] David Caygill
Appointed August 2008
David is the Chair of the Electricity Commission. He has extensive governance experience through serving on numerous public and private sector boards and as an industry regulator in his role as Deputy Chair of the Commerce Commission. His extensive electricity sector experience includes chairing the Ministerial Inquiry into Electricity in 2000, chairing the Grid Security Committee and chairing the industry's attempt at establishing self-governance through the Electricity Governance Establishment Committee. He is also a past Cabinet Minister and Member of Parliament.
